Well here and an outcome. The Ukrainian opposition has run into that, for what struggled one and a half year. The power in severe struggle has won those changes which to it all this time insistently were offered by its opponents. Reform has found logical and practically complete form. There was only a bewilderment: for the sake of what the country was in a fever and broke off on a part fights round changes in the Constitution if as a result they have appeared such what initially and wanted all?
On February, 3rd the Supreme Rada at extraordinary session specially called for this purpose has accepted changes to the disputable bill №4105 about the constitutional changes for which hands the parliamentary majority together with communists on December, 24th has voted. From the text have removed the most disputed position according to which the right to elect the president since 2006 should get to parliament. Also one of recommendations of the Venetian commission has been supported — the lifelong right of election of judges is saved. Thus, now the bill represents pure transition from prezidentsko-parliamentary to parlamentsko-presidential republic — the Supreme Rada selects to itself powers to form the Cabinet, and the president acquires the "expanded" right to dismiss parliament. All "alluvial" have removed from the text, have left only "eternal", but thereby was legitimizirovano the "manual" voting raising the big doubts from the point of view of procedure.
Till this moment the Administration of the President operated under the most complicated multirunning plan assuming the most different variants of prolongation of own political life. It generated uncountable quantity of variants of the constitutional reform, each of which contained the reefs, but all were reduced to one — not to allow chance of opposition to receive the power in the hands after elections of 2004. Not having hope to win opponents at present game rules, the power tried to change rules under itself.
About everything, that accompanied a long and exhausting marathon under the name "politreforma", we wrote repeatedly and in detail. The big and fat point was the pejorative resolution of Parliamentary Assembly of the Council of Europe in which without superfluous diplomacy all things in the Ukrainian political validity have been named by the names, and also threat of an exception of Ukraine from the organisation is accurately formulated. The main thing — political reform on the eve of presidential elections has been recognised by untimely, prejudiced and zaangazhirovannoj. This position has completely coincided with expectations of "Our Ukraine» and BJUT to receive the president with present huge powers, but absolutely dispersed from desire SPU and KPU by all means to carry out reform to elections and by that to transfer the centre of political weight to parliament.
The compromise in the Supreme Rada have found instantly — fraction SPU has agreed to recognise legitimacy of the bill №4105 if from it will exclude articles not arranging it, first of all about presidential elections parliament. The parliamentary majority has gone on last, solving concession, and within the precincts of a legislature green light at last has been given reform. Pro — 304 People's Deputies, and it already instal confidence, as the second reading to it on a teeth. Annoyed «Our Ukraine» needed to spend only a ritual demarche with blocking of a tribune and vyryvaniem microphones at the speaker.
Actually, the opposition could rejoice only to a victory. Such model of the power which is put in pawn in the definitive text of the bill, has been offered by oppositional "four" in initiated by "Our Ukraine» the agreement on joint actions still one and a half years ago, right after parliamentary elections. It would Seem, that wanted, have received. Even ideologists of the parliamentary majority on a question, and what for, actually, was so long to stir up water when all the same all was reduced to primary offers of opposition, only artfully smile supposedly it was impossible to hand over all at once and without fight, it was necessary to save the face...
Nevertheless not all oppositional fractions test pleasure. «Our Ukraine» and BJUT are frankly disappointed by that reform did not manage to be blocked absolutely. Here after all and Europe in the person the PASS and EU directly speaks about inopportuneness politreformy. But really untimely it is only for Victor Yushchenko who would not like to become in the end of it at all year the "cut down" president. The main centre of the power placed in parliament is not necessary to it, here he to play is not able and does not want. Here an ancestral lands of the Frost, Simonenko and Medvedchuk. And here this "three" seems, for a long time has left the presidential ambitions and now is united by building of new political system «under itself» where art of a political intrigue and the compromise will correct.
Sooner or later these contradictions in opposition should be shown. Initially "four", and then "three" was united only by desire not to admit prolongation «Kuchma's epoch». After this question has been removed from the agenda, everyone in opposition was engaged in the business. It was suddenly found out, that interests at them opposite. «Our Ukraine» with BJUT needs to strengthen in advance the future presidential power, and SPU with communists — not to admit occurrence possibility in the future of "new Kuchma», after all guarantees from Yushchenko are not present any. So the question on the uniform opposition candidate remains opened.
And politreforme now nothing can prevent. Certainly, its rough discussion in the second reading is necessary still. Probably, from the text some more disputable positions will be withdrawn. But to block it already hardly to somebody it will be possible. On the approach the new law on parliamentary elections — the broadest field for opposition with opposition and a numerous occasion in the past for parliamentary crises. The opposition still has chance to unite contra, and the power — to show talents of crisis management.
